The Environment Agency regulates pollution from larger scale industry and waste processes. The Environment Agency National Noise team advise on National Policy and write Environment Agency guidance, train and mentor Area Officers who specialise in noise regulation, as well as working with central government and other equivalent regulators (Scotland, Wales and NI). The team also work on the more complex and unusual noise issues across the country.
The purpose of Acoustics reports being submitted to the Environment Agecy is inform the regulator to aid the assessing the noise impact, and demonstration that the process is using Best Available Techniques (BAT) or Appropriate Measures (AM) which is likely to need to consider additional mitigation measures. All permit applications need a BAT demonstration if the process is likely to create noise pollution. The BAT demonstration should be consistent with the Noise Policy Statement for England. It is the operators’ responsibility to fully understand all potential pollution from the process to the environment and to minimise the pollution in a cost effective manner. Acousticians have a duty under the Environmental Permitting Regulations to provide a competent, honest and unbiased assessment of the noise impact and the use of BAT if doing work in support of an application for a Permit or in demonstration of compliance with a permit condition.
The talk reviews the quality of the Acoustic reports submitted to the Environment Agency, identifies common mistakes and emphasises what constitutes a good and unbiased report that is likely to be accepted by the EA.
