Abstract

The government is set on a course of build homes, decarbonise and remove the obstacles to doing this, which happen to be planning and licensing regulations.

In his talk Peter will explore what is proposed in the reform of licensing and the implications for planning, making sense of what this could mean for Agent of Change in action. He covers three case studies which he has been involved in and considers how this could be implemented in a way that is quicker and does not compromise peoples health and wellbeing. He introduces the concept of Goldilock Soundscapes and considers how to make sense as practitioners of reform!

The talk will be followed by a short Q&A session.

Bio

Peter had an unusual starting point in acoustics of Physics and Medical Physics. He now has over 30 years experience in acoustics, with the first 5 in Local Authority. Since then he’s been trying to solve problems rather than prosecute them but this ignited passion to use acoustics to make the future a better prospect for the next generations. To this end he began Sustainable Acoustics Ltd. who recently won the inaugural Sustainable Development Award in the John Connell Awards and Peter was recognised by the IOA with the Richard Cowell Award for Sustainability in 2025. He chaired the Gym Acoustics ProPG and continues to push the IOA to do better for its members in charting the course for net zero. He has held numerous positions within the IOA from BAG chair, to now the Parliamentary Liaison Group chair. His expertise is in building and environmental acoustics, with particular expertise in licensing, agent of change in practice, planning and nuisance. Peter led the recent consultation response on the Licensing Reforms, which he will give the benefit of insights to in his talk.
