In March 2010, the Whitehall Government published the Noise Policy Statement for England.  It is two pages long supported by four pages of Explanatory Notes.  Furthermore, there is no mention of decibels.

The Independent newspaper said at the time

“Official policy statements from Whitehall tend to be bland and full of sincere-sounding generalities, but just now and then something important, perhaps even revolutionary, can be glimpsed in their pages.  So it is with the latest paper from Defra (the Department for Environment, Food and Rural Affairs):  The Noise Policy Statement for England… it should influence many of the most significant proposed changes to our national life over the next decade”

This presentation will describe how the NPSE came into being, what it contains, the rationale behind it and explore whether the expectation set out by the Independent Newspaper has been fulfilled.

 

About the Presenter:

Stephen Turner has been involved in acoustics and noise management for over 47 years.  His career has spanned both the public and private sector.  A former president of the UK’s Institute of Acoustics, Stephen was a technical adviser to noise policy officials at the UK’s Department for Environment, Food and Rural Affair (Defra) for over 15 years, including 4 years as a civil servant.  In that time he was closely involved with the implementation of the Environmental Noise Directive in England, being one of the UK’s representatives on the European Commission’s Noise Regulatory Committee.  Of particular relevance to this presentation, he was one of the architects of the Noise Policy Statement for England and closely assisted with its implementation.   .

During his private sector career, he has worked on many noise and acoustics projects which have included preparing and presenting expert evidence at Public Inquiry and in litigation.

Stephen was a member of the European Commission’s Noise Expert Group and a member of the European Environment Agency’s Expert Panel on Noise.  He also chaired the British Standards Committee on transportation noise for about 10 years.

In 2009 he was awarded the Noise Abatement Society’s 50th Anniversary John Connell Award for making an outstanding contribution in commitment, influence and positive impact on addressing noise management issues.

In 2012 he was made an Honorary Fellow of the UK’s Institute of Acoustics in recognition “of the respect he has earned from peers and colleagues, his continuing contribution to acoustics and his significant contribution to the IOA over many years. 

Following the completion of his contract with Defra in January 2015, Stephen formed Stephen Turner Acoustics Limited and is now working as an independent acoustics consultant.

In 2024 he was appointed an Honorary Vice-President of the Chartered Institute of Environmental Health.
