Development Consent Orders (DCO) and Noise Assessments – An Examining Inspectors Perspective

Anybody wishing to construct an Nationally Significant Infrastructure Project (NSIP)  must first apply for a development consent order (DCO) to do so. For such a project, the Planning Inspectorate examines the application and will make a recommendation to the relevant Secretary of State, who will make the decision on whether to grant or to refuse development consent. Professor Broderick has consistently provided a structured forum for examination of DCO/NSIP applications, for all stakeholders  in order to make recommendations to the relevant Secretary of State (SoS) e.g. MHCLG, BEIS and DfT. He has examined 6 NSIP applications where the noise assessments were critical in making recommendations to the relevant Secretary of State. Weighing noise assessments often involves navigating through conflicting evidence and priorities. Professor Broderick will provide an Examining Inspectors perspective of noise assessments in DCO applications.

Professor Broderick is currently an Examining Inspector at the National Infrastructure Directorate of the Planning Inspectorate (PINS) where he is responsible for strategic decision making in relation to nationally significant infrastructure projects (NSIPs) applications. He has delivered complex casework on time and to required quality standards, striving to maximise productivity and excellent professional standards. He has taken responsibility for the professional leadership and management of case teams to deliver casework to target and to a high standard, ensuring fairness, openness and impartiality. The role requires him to use data to effectively drive recommendations, consider the impact on a vast range of stakeholders from diverse backgrounds, understand and highlight risks to stakeholders. He is a recognised expert in sustainability (FIEMA), with a deep understanding of how to sustainably deliver complex policies. He is a recognized thought leader and innovator in the Environmental & Social Impact Assessment (ESIA) field with a proven record of working with diverse stakeholders.
