Please join the Early Careers Group and Central Branch for an engaging panel discussion on noise as a statutory nuisance. This event will bring together experts in consultancy, legal framework and public health to explore the intricacies of noise on communities, the challenges in enforcement and disputes as well as innovative solutions and some case studies.

This hybrid event will take place at both IOA Headquarters and online. Please note this talk will not be recorded.

Toby Lewis is a hands-on consultant, expert witness, lecturer, and trainer in environmental noise with twenty-three years’ experience in local government and fifteen in consultancy. He is a Chartered Fellow of the Chartered Institute of Environmental Health, Chartered Scientist and Fellow of the Institute of Acoustics. He is currently a technical director with the acoustics team at WSP. Toby works for central and local government, developers, operators, businesses, and objectors (anyone really), and has been a ‘noise guru’ for the Music Venue Trust since 2016. He particularly enjoys complex and contentious noise assessments and the dynamics between planning and nuisance law.

John Pointing is a barrister, specialising in environmental health law, and the Legal Partner of Statutory Nuisance Solutions. He has for many years provided training for the Chartered Institute of Environmental Health and local authorities. His publications include: Statutory Nuisance Law & Practice, 2nded (2011), 3rded in 2025; Food Safety Enforcement (2005) (both co-authored with Rosalind Malcolm) and Statutory Nuisance and Residential Property (2019) (co-author Stephen Battersby). He is an Honorary Fellow of Surrey University.

Gillian Clarke has been an EHO for many years, with local authorities in Bucks and Bedfordshire, spending some time in a London Borough, and then as a private contractor, before moving back to Milton Keynes where she originally started as a student EHO. She is a Chartered Member of the CIEH and Fellow of the IOA.
