In responding to the government call for evidence on a proposed review of the licensing system, the IOA has expressed agreement with overarching objective of creating a consistent, transparent licensing system that empowers local authorities, while promoting economic growth and cultural development. However, in our comments we emphasise that this must not come at the expense of public health and community wellbeing. In particular, we support giving more teeth to the Agent of Change principle, the concept that those responsible for change (whether new venues or new residential developments) should bear responsibility for managing the impact. There are a number of examples, including the Night and Day café in Manchester, where the principle has been used to protect existing venues and incoming residents. We conclude that currently, the principle lacks enforcement power, and giving it statutory status would benefit both business and communities. Our comments were put together by a working group of acousticians experienced in working on noise and licensing.
