The Welsh Government has published a White Paper for public consultation ahead of a Clean Air Bill for Wales. It includes proposals for stricter penalties and statutory guidance for authorities in relation to vehicle idling. This is intended to address noise concerns linked to idling as well as air pollution, and the Welsh Government would welcome any consultation responses from a noise perspective.

The draft proposals for enhanced vehicle idling measures/powers (increased fixed penalties, statutory guidance for local authorities, etc.) on pages 26-29 of the consultation document, linked to consultation questions 11-14, are an area where the government is looking to take forward air quality and noise/soundscape policy together in an integrated fashion. The Welsh Government is just as interested in receiving consultation responses relating to idling noise – such as where legislation/guidance can most usefully be improved to reduce noise annoyance linked to idling – as they are to have views on the air pollution angles.
