In responding to the Government consultation on a strategic national approach to land use in England, IOA the emphasise need for clear policy guidance to ensure environmental noise is properly assessed, allowing for properly planned mitigation to avoid significant effects and to minimise adverse effects of noise on health and quality of life, in accordance with the Noise Policy Statement for England. With large scale noise developments proposed - including 1.5 million homes, along with energy and transport infrastructure, we would also like to see measures taken to protect the tranquil areas that have high amenity value, so that the high quality soundscapes they provide continue to deliver health benefits. The IOA has a large membership of environmental health practitioners in local government, many of whom support local planning authorities and are already stretched to give the necessary advice on noise that will prevent noise issues and health impacts from noise arising. Therefore we also highlight the need for proper resourcing for sound advice on noise for local planning authorities, to ensure potential noise impacts of infrastructure development on homes and other noise sensitive premises like schools and healthcare facilities are properly considered and managed.
