Southern Branch & Renewable Energy Advisory Group Meeting
Assessment and Rating of Wind Turbine Noise Guidance – Consulting on the Proposed Updates to ETSU-R-97
Wednesday 6 August 2025
12:00pm start on Zoom

Join us for an informative session to support the IOA consultation response to the proposed updates to ETSU-R-97, the technical guidance for wind turbine noise assessment. The current guidance dates back to 1996, and the Department for Energy Security and Net Zero is now proposing targeted updates to better reflect modern turbine technology, updated assessment methodologies, and current government policies on noise and net zero.

This online meeting will provide an overview of the key proposed changes and their potential implications for acoustic consultants and local authorities. Our speaker, who chairs the IOA’s Renewable Energy Advisory Group, supported by members of the Wind Farm Working Group, will explain the proposed changes to the policy, and seek feedback from the membership on the changes.

With the consultation on the draft document closing on August 29th and the IOA preparing a working group response, this is an important opportunity to understand the proposals and ask key questions. Whether you're involved in wind turbine noise assessment or simply want to stay informed about this important development in our field, all members are welcome to attend. It would be very helpful if participants can have read the consultation document and the new draft ETSU-R-97 document in advance and please be prepared to respond to a poll of participants on the day. The document is available here:

Assessment and rating of wind turbine noise guidance: proposed updates - GOV.UK

Richard Perkins is an acoustic engineer, technical director and team leader at Mott MacDonald Ltd. Richard has worked in the field of acoustical engineering for over 30 years, specialising in the evaluation and assessment of noise from onshore wind farms for the last 20 years working for developers, local and central Government. Richard was instrumental in bringing forward the IOA GPG, which continues to be endorsed for use with ETSU-R-97. More recently, Richard was the lead author on the 2016 DECC study on amplitude modulation, which led to the 2017 IOA sample planning condition for wind farms. Richard and his team of IOA volunteers (Gavin Irvine, Syliva Broneske & Mike Craven) will be collating the responses on the day to help inform the IOA’s response to the consultation.

As always, the event is free to members of the IoA, as well as to students and the public. CPD certification will be offered for attendance, wait for the QR code that will be shown/shared at the end of the presentation.
