Noise Must Be Properly Considered In Heat Pump Installation Policy – Consultation Response

The Department for Business, Industry and Industrial Strategy (BEIS) have consulted on the approach to be taken in working to reduce emissions from heating homes and businesses off the gas grid. In responding to these consultations, IOA recognise fossil fuel heating systems contribute to climate change, but caution against assuming heat pumps to be the obvious solution.

The consultations ask whether a heat pump first approach should be taken to replacing fossil fuel heating for homes and businesses off the gas grid. IOA answer no because we are not convinced potential noise issues have been properly addressed. Assurance is sought that noise issues associated with widespread installation of heat pumps will be properly managed in line with government noise policy.

The Institute point to compromises made in the detail of the noise element of the Microgeneration Certification Scheme (MCS), which was developed to help reduce adverse impacts that might arise from pump installation. Therefore IOA urges the government not to think the MCS can simply be rolled out as a means of managing the noise now.

In drafting the response to these consultations, IOA asked members for their experience, and concerns were reported about adverse noise impacts, mitigation measures, inconsistency in noise emission data provided by manufacturers and acoustic characteristics. For most domestic situations, there are potential noise and vibration impacts that could affect both pump users and their neighbours. the IOA has also commenced a survey of acousticians, regulators and the general public regarding their experience of noise from air source heat pumps.  

The issue of noise from heat pumps needs much more consideration.
